Empowering Gram Sabhas: The Kalimela Maha Gram Sabha Formed in Malkangiri, Odisha

On 18 April 2023, the Jakhalkundi Gram Sabha (Jakhalkundi GS) convened the much-anticipated Kalimela Maha Gram Sabha (Kalimela MGS), bringing together elected members from 24 GSs in Malkangiri district, Odisha. Over 200 GS members attended, underscoring their commitment to the sustainable governance of their communities and forest resources.

The atmosphere was filled with enthusiasm as the Sarpanch, the Samiti Sabhya and ward members, and the esteemed Paidas—‘traditional village leaders’—of Manyamkonda and Telerai Gram Panchayats (GPs) joined the Kalimela MGS. Their presence symbolised the unity and collaborative spirit shared among the GS members, fostering solidarity in their collective pursuit of effective governance.

During this historic gathering, a working body was formed to streamline governance and decision-making. Fifteen individuals were elected to this dedicated committee, each entrusted with ensuring the smooth functioning and seamless operations of the Kalimela MGS.

With its working body in place and advisors appointed, the Kalimela MGS has made a giant leap forward. By uniting representatives from all 24 revenue villages, the Sabha aims to channel the aspirations and concerns of the local community into concrete actions and positive outcomes. Embodying participatory democracy, it stands as a beacon of hope—strengthening the community’s bargaining power over forest resources and fostering collective participation in large-scale sales to uplift livelihoods.
